Where it applies

The State programme. The Pennsylvania Department of Military and Veterans Affairs administers the veterans' real estate tax exemption for an honorably discharged veteran with a 100% permanent service-connected rating from VA, wartime service as VA establishes it, ownership and occupancy of the home, and financial eligibility under the State Veterans Commission's guidelines (51 Pa.C.S. 8902 and Title 51 Chapter 89; see the Pennsylvania entries for the amounts, the surviving-spouse route and the Chapter 99 income exclusion). The county's part is the Assessment Board's: in Bradford the three Commissioners sit as the board, and the exemption is granted in its open meetings. How the board works it. At nearly every commissioners' meeting of the window the Assessment Board agenda carries "Consider approving the following for tax exemption" and lists each veteran by name, address, parcel number, new or renewal, and effective date - five grants at the October 9, 2025 meeting, six at October 23, two at October 28, five at November 13, eight at December 11, and so on through the year (Michael J. Bierne, Thomas D. Johnson, Tristine D. Watson, Augustine F. Baerga Jr., William T. Rennie, Joseph L. Kilmer, Thomas Forbes, Judith M. Page, Sean J. Brabham, Bradley J. Tenny, Evan Chilson, Victor A. McNeal, Robert A. Kelly, David H. Madden, Kelly E. Johnson, Arthur W. Henry, Tara Hixon, Jacob L. Coyle, Robert L. Daily, Billy J. Sawyers, Darryl C. Mickley, Henry J. Murphy, Cathy D. Whipple, Kristen A. Bastion, Elio S. Corradi, Robert D. Count, Todd M. Welch, Louise M. Walters, Kathryn M. Woodward, Gary L. Brown, Allen F. Pickford, Kancy Caccia, Thomas M. Chilson, Peter J. Blickhahn, Michael J. Dreisch, David E. Rosh, Joshua D. Leonard, Gary L. Norman, Brett W. Shoemaker, William E. McBride, Barry J. Chaffee, Robert Plouse Jr., Benjamin B. Snyder, Kenneth W. Capwell, Melvin W. Wingier, Kelly N. King, Jason A. Abell, Ray T. McGlothin and the renewals, among them Louis Adams, Waneta M. Frey, Michael S. Newell, Cheryl M. Carter, Michael L. Martin, John Huber Jr., Daniel G. Grubb, Jack J. Brown, Mario L. Bobet, Brendan J. Stewart). A motion by one commissioner, seconded by another, "all voted aye" approves them, and the minutes carry the same list. The grants and renewals run year by year, so a holder renews rather than re-applies from scratch. The county's own forms. The Assessment office's page posts the county's "Application for the Exemption of Real Estate" and "Exemption Application Rules" - the appeal form the board requires before it will hear anything, with a September 1 filing deadline for the following taxing year (e.g., September 1, 2026 for 2027). The veterans' exemption itself applies through the Department of Military and Veterans Affairs to the county; the Veterans Affairs Department (570-265-1704) takes the State application. Where. Assessment Office, Bradford County Courthouse, 301 Main Street, Towanda, PA 18848; (570) 265-1714, fax (570) 265-1767, Monday to Friday 8 a.m. to 4:30 p.m. The board sits as the commissioners: Daryl Miller, Doug McLinko and Zachary Gates, meetings at 10 a.m. every second and fourth Thursday.
