Where it applies

Written for the jurisdictions listed here.

Missouri's treatment courts rest on chapter 478; see the Missouri entry. The Thirteenth Circuit's page: "Veterans treatment courts are an alternative to incarceration for military veterans and service members whose involvement in the justice system is rooted in a substance use disorder, mental health disorder, or trauma." Mission. "The mission of the 13th Judicial Circuit Veterans Treatment Court Program is to help meet the needs of Veterans who have been identified in the criminal justice system with substance abuse and/or mental health issues. This treatment court program will provide the Veteran participant with the opportunity to lead a productive and law-abiding life through a comprehensive treatment program and judicial supervision. Veteran participants will be provided services that address substance abuse, mental health issues, unemployment, homelessness, and medical needs." Who may apply. The court's participant manual (updated June 2017): "Applicant is a resident of either Boone or Callaway County"; has served in any branch of the armed forces or the Missouri National Guard or reserves "and is eligible to receive services from the Veterans Health Administration"; can meet the court's requirements; and has no offence that would compromise the safety of other participants and staff. A conviction or guilty plea under chapters 566 or 567, a finding of guilt for any degree of murder or manslaughter or armed criminal action, a sexual offence, or another pending case that would itself bar entry may exclude an applicant. The Office of State Courts Administrator's January 2024 map shades only Boone in the circuit, but the manual is the court's own rule, so a Callaway County veteran may apply. The programme. Referrals go to the court's administrator for a legal intake and clinical screening, then to the staffing team; pending cases are resolved by plea before entry, and the veteran's own lawyer may stay on. The court is a minimum of 14 months, in five phases, with drug testing and individual and group counselling through the Harry S. Truman Memorial Veterans' Hospital, regular appearances before the Treatment Court Commissioner, a mentor, and work, training or school. How. The page carries a referral form, contract, notice of participation, participant manual and a mentor programme with its own application. It and the manual are read from Internet Archive captures (September 15, 2025 and September 30, 2024), because the Missouri courts' site refuses automated fetches; the Boone County Circuit Clerk in Columbia answers for the court.
