Boone County Assessor: Disabled Prisoner of War Exemption

The Boone County Assessor applies the constitutional exemption for the homestead of a former prisoner of war with a total service-connected disability, which took effect thirty days after voters approved it in November 2010 without needing the legislature; it does not reach a 100% disabled veteran who was never a prisoner of war.

Also called: property tax, POW, prisoner of war, Article X, Section 6, HJR 15, Assessor, Columbia, 100% disabled.

For: Veteran or service member, spouse, survivor.

Where it applies

Written for the jurisdictions listed here.

Missouri's one veteran property tax exemption is Article X, Section 6 of the Constitution; the Missouri entry explains it. The Boone County Assessor's tax relief page sets out its reading: "In the November 2, 2010 election, voters passed House Joint Resolution 15. The measure amends Article X, Section 6 of the Missouri Constitution to read, in pertinent part: All property, real and personal, of the state, counties and other political subdivisions, and nonprofit cemeteries, and all real property used as a homestead as defined by law of any citizen of this state who is a former prisoner of war, as defined by law, and who has a total service-connected disability, shall be exempt from taxation." The Assessor adds that "this particular provision mandates the exemption without requiring any action of the general assembly", and that until the legislature defined "homestead" assessors should give the words "their plain and ordinary meaning". How. Ask the Assessor's office in the Government Center; the page names no form, so take the VA letter showing the total service-connected rating and proof of prisoner of war status.
