Berkeley County's own government runs no veterans service office - the county site's directory, boards and sitemap carry no veteran entry - so the veterans service function is the West Virginia Department of Veterans Assistance's Martinsburg Benefit Office, at 115 Aikens Center, Suite 16, Martinsburg, WV 25404, phone (304) 267-0040, fax (304) 267-0095. Its service officers are Freddie Butts, Joe Creager and Vicki Fernandez, serving Berkeley, Jefferson and Morgan Counties. The department states that its officers are accredited and that their services are free; they advise on benefits and can represent veterans to the Veterans Benefits Administration. The Martinsburg VA Medical Center is in the county, and the EPTA bus system runs a fare zone named for it. Discharge papers. County Clerk Anthony J. Petrucci's office, 400 West Stephen Street, Suite 103, Martinsburg, (304) 264-1927, lists "Issue military service discharge records" among its duties. The fee is fixed by Code 59-1-10(a)(5): "No charge for a service discharge record." A discharge recorded there is kept confidential under Code 7-1-3LL, which closes the record to the public while leaving a public military discharge index. The county commission's veteran work in the year read is proclamations and employment policy rather than programs. It adopted a Veterans Day proclamation on October 30, 2025, noted the Martinsburg Veterans Parade in its November 13, 2025 minutes - "the parade continues to grow in participation each year" - adopted a Memorial Day proclamation on May 21, 2026 with a wreath-laying at War Memorial Park, and on March 26, 2026 adopted a comprehensive Military Leave Policy for county employees under Code and USERRA, noting that about ten to fifteen county employees are National Guard members. No veterans treatment court serves the county. Berkeley is in the Twenty-Seventh Judicial Circuit with Morgan County, and the judiciary's FY 2026 adult drug court map gives the Berkeley/Morgan adult drug court no veterans track; the county commission's records in the year read mention none either. A Berkeley veteran needing a veterans track would look at the stand-alone Raleigh County court or a VTC-track county.
