Belmont County (Ohio) Treasurer: Property Tax Extension for Activated Guard and Reserve Members
A National Guard or reserve member called to active duty, or the member's spouse or dependent parent, can ask the Belmont County Treasurer to put off the property tax on the home falling due during the duty and six months after it, then pay in instalments with the penalties and interest removed (Revised Code 323.122); the Treasurer's page still describes the 2002 law limited to Operation Enduring Freedom and Noble Eagle. 740-699-2145.
Also called: property tax deferral, extension, National Guard, reservist, activated, deployment, military orders, Treasurer, Katherine Kelich, Kathy Kelich, 323.122, House Bill 390, St. Clairsville, Martins Ferry, Bellaire, Barnesville, Bridgeport, Shadyside, Powhatan Point, Flushing, Morristown, Belmont, Bethesda, Yorkville, Brookside, Neffs, Lansing.
The law. Revised Code 323.122, as amended by House Bill 497 of the 135th General Assembly from April 9, 2025, covers a home owned by a member of the National Guard or a reserve component "who is called to active duty", by the member's spouse, jointly with a spouse or dependent parent, or by the dependent parent of a member who dies on that duty or of wounds or illness from it. The owner, or someone holding the member's power of attorney, may apply to the county treasurer for an extension of the taxes and assessments "payable during the period of the member's duty service and the six months ensuing termination thereof", no later than the last day of the sixth month after the duty ends; the treasurer then makes a payment contract like a delinquent tax contract, with payments beginning in the seventh month, and the penalties and interest are removed.
The Treasurer's page. "Extended Payment Dates for Military Personnel" describes "House Bill No. 390, effective March 4, 2002", for members "called to active or other duty under Operation Enduring Freedom, Operation Noble Eagle, or the Governor's directive of September 28, 2001". That limit is gone: the section now reaches any call to active duty under section 5919.34. The page adds that an owner whose taxes are escrowed may ask the mortgage lender to reduce the monthly payment by the escrowed taxes for the period of service.
The form. The Treasurer's Military Extension Application asks for the member's branch, activation date (attach the orders), unit, supervisor, the owner and parcel, and the mortgage company if taxes are escrowed; a dependent parent submits evidence of support. The applicant agrees to contact the Treasurer before the first day of the seventh month after the duty ends to set up the payment schedule; if not, the removed penalties and interest fall due. The discharge or release orders are required.
Where. Treasurer Katherine J. Kelich, Belmont County Courthouse, 101 W Main Street, St. Clairsville, OH 43950-1260; 740-699-2145, fax 740-699-2584.
