Where it applies

Written for the jurisdictions listed here.

Revised Code 317.24 governs a recorded discharge; see the Ohio entry on county recorder discharge records. The Recorder's Veteran Services page: "The Belmont County Recorder's Office encourages veterans to have their military discharge papers (DD-214) recorded in our office as soon as you separate from military service. Military Discharges have restricted public access. ORC § 317.24 allows only an authorized party to request copies of military discharges. Proper identification must be given to view and receive copies. There is never a fee in this office to the veteran for recording a military discharge or obtaining certified copies." The FAQ adds that DD-214s "are not public record". The Recorder holds a discharge only if the veteran recorded it there; the Veterans Service Commission (740-325-1042) helps replace a lost one. In Belmont County the veterans ID card is made by the commission, not the Recorder. Where. Recorder Jason A. Garczyk, 101 W Main Street, St. Clairsville, OH 43950; 740-699-2140.
