Where it applies

Written for the jurisdictions listed here.

Beaver County Veterans Affairs is the office every Pennsylvania county must have: a director of veterans affairs appointed by the county (16 Pa.C.S. 15524). See the Pennsylvania entry on county directors. Its page traces it to 1937, and says its mission is to help the county's veterans and their dependents "discover the benefits to which they are entitled" and apply for them "as established by federal, state and county regulations". Director and Veteran Service Officer Kathy R. Nairn (724-770-4450, [email protected]); accredited CVSO Janet Dinello (724-770-4453) and Joyce Ciccozzi (724-770-4454) on the same staff. Beaver County Courthouse, 810 Third Street, Beaver PA 15009; fax 724-728-3875. Hours Monday to Friday 8:30 a.m. to 4:30 p.m. The Department of Military and Veterans Affairs' September 9, 2026 directors list gives the office's line as 724-770-4452 with the same fax and email. What it does. Service-connected disability compensation, non-service-connected pension with aid and attendance, and survivor benefits claims; the certificate of eligibility for a VA home loan, submitted through the office to the VA's Winston-Salem regional office; the State real estate tax exemption and Veterans' Temporary Assistance, whose applications the office must complete (see the Pennsylvania entries); the county burial allowance, headstone allowance and grave flags (see that entry); GI Bill and vocational rehabilitation pointers; and the recording of discharges, which the Recorder of Deeds does free (see that entry). The office's grave registration record of veterans buried in the county, kept under 16 Pa.C.S. 15523, begins with veterans of the Revolutionary War. In August 2026 the commissioners licensed the office two VeltraSpec user licences from Tyler Technologies at $1,009 for the year (Resolution 081326-17), the veterans-record software the office works in. Where the pages are thin. No county form is posted for the burial allowance, the headstone allowance or the State applications, and the office's own benefits pages restate the State and federal programmes rather than the county's procedure; ask the office.
