Where it applies

Written for the jurisdictions listed here.

MCL Act 63 of 1915 (MCL 35.881) directs counties to provide suitable flags for decorating the graves of soldiers, sailors and marines on Memorial Day. Bay County's Resolution 2026-102, "Memorial Day Flags 2026 (Veteran Affairs)", recites that "Pursuant to Michigan Compiled Laws (MCL) Act 63 of 1915, Bay County is authorized to provide flags for the marking of veterans' graves in observance of Memorial Day", that "Budget line item 10168100-95507, designated for the purchase of such flags, was unintentionally left unfunded during the regular budget process", and that the cost is for "the purchase of 20 gross of 12" x 18"" flags; it resolves that the Board "hereby appropriates $2,850 from General Fund, Fund Balance for the purchase of flags to mark veterans' graves for Memorial Day 2026", with related budget adjustments approved. The text is in the Board's May 19, 2026 meeting results; the June 16, 2026 minutes record its adoption - "COMM. CRETE MOVED TO ADOPT RES. 2026-102... SUPPORTED BY COMM. BESON AND PASSED BY VOICE VOTE: 7 YEAS, 0 NAYS, 0 EXCUSED" - with a commissioner thanking the board "for continuing to supply the flags for the Memorial Day ceremonies." The same meeting slate carries the biennial appointments to the Bay County Veteran Affairs Committee - two four-year terms expiring, V. Digby and J. Kreiner - the committee that administers the county's relief and burial funds. The county's Disabled Veterans Exemption explainer sits with the Equalization Department; the exemption itself is filed with the city or township assessor, and the page still names P.A. 161 of 2013, though the substance matches MCL 211.7b as amended (100% permanent and total, specially adapted housing, or individually unemployable, plus the unremarried surviving spouse; apply each year to the local assessor).
