What it is. An Arkansas county veterans service officer is employed by the county judge, trained and accredited through the Department of Veterans Affairs and partly paid by the State (see the Arkansas entry on the Department and county service officers). Baxter County's page: "The mission of Veterans Services is to provide professional service for military veterans and their dependents and survivors who are entitled to benefits from the United States Department of Veterans Affairs, the State of Arkansas, and other agencies in Baxter County." What the office does. Benefits counselling; preparing and submitting claims and starting appeals; and filing for compensation, increases and re-evaluations, non-service-connected pension ("war era veterans only"), survivors' and burial benefits, vocational rehabilitation, the clothing allowance, the specially adapted housing and auto grants, admission to the State Veterans Homes, military records and decorations, ordering and certifying a DD-214, "Discharge upgrade and correction of military records", VA life insurance, and Aid and Attendance placement in long-term care. It refers veterans on VA health care, the Post-9/11 GI Bill, homelessness, women veterans' issues and VA home loans. Who and where. Charles R. Leonard II, Veterans Services, 5 East 9th Street, Mountain Home, AR 72653; 870-425-8155, fax 870-580-1039, [email protected]. The county's page gives business hours of 8 a.m. to 4:30 p.m.; the Department of Veterans Affairs' county finder lists "M-F 8:00 am - 4:00 pm", so call before a late visit. The Quorum Court's Ordinance 2025-39 (August 5, 2025) put $10,000 into a part-time position in the office at the officer's request, and the 2026 budget carries the office as its own line under the County Judge.
