Baldwin County Revenue Commission: Disability Exemption and Homestead
Baldwin County's Revenue Commission takes the State's full H-3 exemption for an owner retired because of permanent and total disability, and accepts a VA award letter as proof. It still says every holder must validate by signature each year; from October 1, 2026 a veteran VA finds permanently and totally disabled no longer has to.
Also called: property tax, Revenue Commission, homestead exemption, H-3, H3, permanent and total, 40-9-21, Act 2026-598, Act 2026-268, Bay Minette, Foley, Fairhope, Robertsdale.
The exemption is the State's; see the Alabama principal residence entry. Baldwin County's Revenue Commission lists it under H-3, which "applies to taxpayers who are retired due to permanent and total disability (unable to work), regardless of age" and leaves the home "totally exempted from all taxes". Claims are filed online or at the Revenue Commission's offices; the owner must live in the home on October 1, and a copy of an Alabama driver's licence is required.
Proof. "Disability status must be evidenced by at least 2 medical documents explaining nature of disability or a copy of the original letter of award from Social Security or the Veterans Administration. Documents must state the month & year that disability began." The Commission posts a physician's affidavit form for the medical route. A veteran should bring VA's letter showing the permanent and total finding and its effective date.
Renewal. The page says the disability exemption "Must validate annually by signature", with a form mailed each year. From October 1, 2026, Act 2026-598 (section 40-9-21.1(b)(2)) releases a veteran whom VA has determined to be permanently and totally disabled from claiming or verifying again after first qualifying. The page does not say so; a veteran who receives a validation form should still return it or tell the office of the VA determination.
Buying a home. Act 2026-268 (section 40-9-21.3) lets a 100 percent permanent and total veteran get a tentative certificate from the assessing official within 20 days before buying, so the tax is left out of the mortgage debt-to-income ratio. The Commission's pages do not mention it.
The income tests on the page ($12,000 for H-2 and the age 65 H-3) do not apply to the disability exemption.
