Where it applies

Written for the jurisdictions listed here.

The Department of Veterans Affairs runs the Arkansas State Veterans Home at North Little Rock, 2401 John Ashley Drive, and at Fayetteville, 1179 North College Avenue. The department's page, re-read 2026-10-24, gives North Little Rock 96 beds and Fayetteville 90 skilled nursing beds; section 20-81-105 caps the system at 220. Who is eligible, by rule. The department's admissions rule under section 20-81-105 admits a veteran who meets 38 U.S.C. 4211(4): more than 180 days of active duty and an other than dishonorable discharge, or a discharge for a service-connected disability, or a reservist on certain federal orders during a war or campaign, or a Guard or reserve member of at least 20 years eligible for retirement. The veteran must be 18 or older and need long-term care. "Veterans who have a 70% or greater VA disability rating will be given priority in admissions." Who is barred. The same rule makes ineligible "Veterans who appear on any sex offender registry" and "Veterans with felony convictions". The felony bar has no time limit and no exception for a pardon or a sealed record, and section 20-81-105 itself imposes no such bar. What the web page says instead. The department's homes page lists "Have received an honorable discharge" as the first criterion and says a veteran, a veteran's spouse or a Gold Star parent may apply. The rule says other than dishonorable and does not mention spouses or parents. If you have a general or other than honorable discharge, apply under the rule. What it costs. The North Little Rock home's admission letter, scanned in August 2025 and read 2026-09-30, says "The cost per day for a private room is $341.61", that a veteran with a service-connected disability "at 60% and rated unemployable, or 70% or more" may have VA pay the stay, that the home helps those without resources apply for Medicaid long-term care, and that long-term care insurance and short Medicare rehabilitation stays are accepted. Medication is billed separately except for veterans already on VA aid and attendance. How to apply. The department rebuilt its site in 2026: its homes page now takes an online inquiry form, and the admissions rule and admission letter PDFs it used to link, read for this entry on 2026-09-30, answer 404 on 2026-10-24. After the inquiry, expect to send the application, VA Form 10-10EZ, the DD 214, award letters and insurance cards, and ask the home for the current rule and daily rate.
