Arkansas State Parks Camping Discount for Disabled Veterans
Half-price standard campsites at Arkansas State Parks for a U.S. citizen with a 100 percent or permanent and total disability, including veterans, shown by a VA award letter from the last two years. The rule also accepts a DV or DAV licence plate as proof, although that plate is issued from 30 percent.
Also called: 22 CAR 50-103, Park Directive 2002, camping discount, state parks, DV plate, awards letter, America the Beautiful Access Pass.
The discount is set by rule, not statute. The Code of Arkansas Rules, title 22, section 50-103, admits "United States citizens with one hundred percent (100%) permanent and total disability" to state park campgrounds at discounted rates, and the Army benefits library (re-read 2026-10-24) describes it as half-price camping year-round for veterans. The rule itself, re-read the same day, is not limited to veterans or to Arkansas residents.
What counts as proof for a veteran. Subsection (c)(1)(B) accepts a VA award letter dated within the last two years, an America the Beautiful Access Pass, or "an Arkansas license plate beginning with the letters 'DV' or 'DAV', which indicates that a veteran is one hundred percent (100%) disabled". A document "must specify 'permanent and total disability' or indicate an individual is '100% disabled'".
The plate does not mean what the rule says. Under Arkansas Code section 27-24-203 the disabled veteran plate is issued at 30 percent service-connected. So a veteran rated 30 percent who has the plate is admitted at the discount on the rule's own terms, and a park clerk has no basis to refuse. At the same time the rule refuses Social Security disability documents and ordinary disabled placards.
The rule is also out of date in another way. It says the discount is set "at the discounted rates established in PD 2000 [repealed]", pointing to a parks directive that no longer exists. It was approved in October 2013 and carried into the Code of Arkansas Rules unchanged.
