Arkansas Disabled Veteran License Plate and Parking

A free disabled veteran plate, with disabled parking privileges, for an Arkansas resident VA rates at least 30 percent service-connected or permanent and total. The Finance department's own page still describes it by acts of 1949 and 1979, calls it a plate for non-service-connected disability, and charges $4 for a second plate that the statute caps at $1.

Also called: 27-24-203, 27-24-206, 27-15-316, DV plate, DAV plate, disabled veteran plate, 30 percent, Act 7 of 1949, Act 30 of 1979, disabled parking, motorcycle plate, 27-24-212.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

Who qualifies. Arkansas Code section 27-24-203, paragraph (2): an Arkansas citizen and resident whom VA has determined to be a disabled service-connected veteran who either is totally and permanently disabled and owns a vehicle used by or for the veteran, or is issued a vehicle by VA, or "is at least thirty percent (30%) disabled" and owns a vehicle used by or for the veteran. Paragraph (3) adds a separate "Disabled Veteran - nonservice injury" plate for a veteran who uses a wheelchair after a non-service-connected catastrophic injury and receives VA aid and attendance. What it costs. Section 27-24-206, subsection (a) makes every plate in the military subchapter free to an eligible applicant, with a renewal fee of no more than $1. Subsection (c) lets a disabled veteran have one additional plate for a fee "not to exceed one dollar ($1.00)" and up to two more at the ordinary registration fee. Section 27-24-208 lets the plate be reissued to a surviving spouse for the same fee. Section 27-24-212 adds a free disabled veteran motorcycle plate. What the Finance department says. Its disabled veteran plate page says eligibility is "under Act 7 of 1949, or Act 30 of 1979 as certified by the Veterans Administration", that "Veteran must be 100% Non-Service Connected Disabled Veteran", and that an additional plate or a surviving spouse's plate costs $4.00. None of that matches the Code: the statute's main route is service-connected at 30 percent, and the extra plate fee is capped at $1. The Army benefits library, re-read 2026-10-24, gives the 30 percent route correctly and repeats the $4. If the revenue office refuses you, bring the VA letter and cite section 27-24-203(2)(B)(ii). Parking. Section 27-15-316 lets a vehicle displaying a disabled veteran plate, from Arkansas or another state, park in spaces reserved for people with disabilities while it is actually transporting the disabled veteran. A surviving spouse who keeps the plate does not keep the parking privilege unless the spouse has a disability. Two knock-on effects. The State Parks camping discount rule accepts a DV or DAV plate as proof of 100 percent disability, which it is not; see the parks entry. And Act 180 of 2025 repealed the World War I disabled veteran definition as obsolete.
