Where it applies

Written for the jurisdictions listed here.

New York's Military Law 250 requires every county clerk "to furnish without charge to any veteran, or parent, spouse, dependent or child of the veteran, a certified copy" of a discharge, and the recording itself is free (the State entry carries the statute and the restricted access under Military Law 250 and RPL 144). The county's own text, from the Clerk's Veterans page: "Honorably discharged veterans of the United States armed forces are entitled to record their discharge certificates (DD-214) at the County Clerk's office where they live, free of charge. Certified copies of recorded discharges will be made, again free of charge, for veterans or their immediate families whenever needed." And the referral: "The Allegany County Clerk recommends that you initiate the recording process by visiting the Allegany County Veteran's Agency. The Veterans Service Officer in your county can provide you with information on other benefits you're entitled to as a veteran." A fillable copy request form is posted, to be submitted to the clerk; the clerk's Records page lists "Military Discharges" among the records the office keeps, and the clerk's Civil War soldier discharges sit in the miscellaneous ledger books back to 1806.
