Albany County: Alternative Veterans Exemption and the 2026 Full-Exemption Local Law

Albany County grants the alternative veterans exemptions in its code sections 270-74 to 270-76, and Local Law H of 2026, introduced August 10, 2026, would add section 270-78 fully exempting the primary residence of a seriously disabled veteran under 458-a(11); the law was in committee through September 2026, so ask the county before counting on it.

Also called: property tax, alternative veterans exemption, 458-a, 458-b, Local Law H, 270-78, 270-74, Albany, cold war, Legislature.

For: Veteran or service member, spouse, survivor.

Where it applies

Written for the jurisdictions listed here.

The alternative veterans exemptions are State law, Real Property Tax Law 458-a and 458-b; the New York entries explain them, including the ceilings and the full exemption a county may adopt under 458-a(11). Albany County's version sits in Article VII of its Administrative Code, sections 270-74 to 270-76. What the Legislature is doing now. Local Law No. H for 2026, "AMENDING § 270 OF THE ALBANY COUNTY CODE REGARDING A TAX EXEMPTION FOR VETERANS WITH SERVICE-CONNECTED DISABILITIES", was introduced August 10, 2026 (file 26-LL-H, Law Committee August 26 and September 30, 2026, still in "Current Business"). Its legislative intent: "Those veterans who have a service-connected disability are eligible for up to a 50% tax exemption depending on their official disability rating." The new section: "§ 270-78 Veterans who are permanently and totally disabled - In addition to the exemptions provided by §§ 270-74, 270-75 and 270-76 of this article, the primary residence of any seriously disabled veteran shall be fully exempt from taxation and special district charges, assessments and special ad valorem levies, provided that such veteran meets all other requirements of § 458-a of the Real Property Tax Law..." What that means for 2026. Until the law is adopted, the county grants the tiered 458-a exemptions in sections 270-74 to 270-76; the full 458-a(11) exemption is proposed, not enacted. The tiered exemption's deadlines and application route are the assessor's: file with the local assessor for the roll (the State entry gives the rules), and ask the county whether the full exemption has passed.
