Where it applies

Written for the jurisdictions listed here.

Illinois counties fund Veterans Assistance Commissions under the Military Veterans Assistance Act, 330 ILCS 45; see the Illinois entry. The Adams County Board set up this one in September 2023. Its delegates come from American Legion Post 37, VFW Posts 5410 and 5129, the Reserve Officers Association, DAV Chapter 32 and Marine Corps League Detachment 790, and its superintendent is Paul Havermale. What it does, by its page. It counsels and helps "veterans (and their families), that live within Adams County Illinois, in obtaining benefits and services that are available to them by local, county, state and federal organizations", interviews veterans and dependants to take a case history "in order that eligibility for assistance can be determined", and prepares and follows up applications for local, State and federal benefits. Its stated goal: "Never say 'No' to a Veteran". Claims. The minutes of July 8, 2026 put about three in four contacts down to VA claims work, report success "in getting higher ratings and HLR's" (higher-level reviews), and count 307 new clients in 2026 by July and 1,075 since the office opened. Financial help. The commission's budget carries a "VAC Programming" line, $125,000 in FY2026 (raised to $129,000 by transfers) and $135,000 in the FY2027 budget proposed on October 16, 2026, funded by its own levy of $350,000. The superintendent told the delegates on May 13, 2026 that the commission points veterans to SSVF, VA mortgage help and HUD-VASH for housing and "acts bridge housing provider": it "will provide temporary housing or very short-term mortgage assistance until the other programs are explored". It publishes no written assistance standard; the Act serves veterans whose last discharge was honorable or general under honorable conditions, and their families. Where and when. 3701 East Lake Center Drive, Suite 3, Quincy, IL 62305; 217-515-2822 (217-515-2VAC); [email protected]; Monday to Friday 8:30 a.m. to 4:30 p.m., evenings and weekends by appointment, "Appointments and Walk ins are welcome." The delegate board meets at 6 p.m. on the second Wednesday of every other month, from January, at the same address.
