Adams County Supervisor of Assessments and County Clerk: Veterans' Property and Mobile Home Tax Exemptions
Adams County's Supervisor of Assessments, 507 Vermont Street, Quincy (217-277-2135), takes the State's veteran homestead exemptions, and the County Clerk (217-277-2150) exempts a mobile home owned by a veteran with a Specially Adapted Housing grant. The assessor's page still describes the 70% band as a total exemption and says every veteran must renew yearly, both out of date.
Also called: property tax, assessor, Supervisor of Assessments, Lisa Gasko, SHEVD, PTAX-342, PTAX-341, returning veterans, specially adapted housing, mobile home, local services tax, 15-169, 15-167, 15-165, 35 ILCS 515/7.5, 217-277-2135, Quincy, Camp Point, Clayton, Golden, Liberty, Loraine, Mendon, Payson, Plainville, Ursa, Coatsburg, Lima, Columbus, Fowler.
The exemptions are the State's: 35 ILCS 200/15-169 (the standard homestead exemption for veterans with disabilities), 15-167 (the returning veterans' exemption) and 15-165 (the specially adapted housing exemption); see the Illinois entries. In Adams County township assessors set the general homestead exemption, and the Supervisor of Assessments handles the veteran ones.
What the assessor's page says. For 15-169: "A $2,500 homestead exemption is available to a veteran with a service-connected disability of at least 30% but less than 50% or a $5,000 homestead exemption is available to a veteran with a service-connected disability of at least 50% but less than 70% or a total exemption from taxes if the service-connected disability is 70% or greater. A disabled veteran must file an annual application by the county's due date to continue to receive this exemption." For 15-167, a $5,000 reduction in equalized assessed value for two consecutive years for a veteran returning from active duty in an armed conflict, applied for on return. For 15-165, up to $100,000 of assessed value on housing of a veteran with a disability or an unmarried surviving spouse, with eligibility set by the Illinois Department of Veterans' Affairs and "reestablished annually".
Against the law now. Since tax year 2023 the 70% band exempts the first $250,000 of equalized assessed value rather than the whole home, so a more valuable home pays on the rest; and since May 23, 2022 a veteran rated 100% and permanently and totally disabled need not reapply once granted. Other veterans renew on PTAX-342-R each year.
Mobile homes. A mobile home pays the local services tax rather than property tax. The County Clerk's page: "a mobile home owned and used exclusively by a qualified disabled veteran or the spouse or unmarried surviving spouse of the veteran as a home is exempt from the tax imposed. To qualify for the exemption, the disabled veteran must have been awarded the Specially Adapted Housing Grant". 35 ILCS 515/7.5 has the Illinois Department of Veterans' Affairs certify eligibility to the county clerk every year. Veterans 65 or over or with a Class 2 disability card can instead have the tax cut to 80 percent under section 7, applied for at the Clerk's office.
